Chan Kemper, Esq . is a Senior Legislative Attorney for the Legislative Analysis and Public Policy Association (LAPPA). As a former legislative analyst for the Kentucky General Assembly , Chan worked with legislators, stakeholders, and  staff to draft legislation to address a wide variety of issues including substance use disorders and the opioid crisis. Prior to her work with the Kentucky legislature, Ms. Kemper clerked for the presiding judge of the Superior Court of the Virgin Islands. Ms. Kemper received her Juris Doctorate from the University of Cincinnati College of Law and her B.A. from Fisk University. She is a member of the Kentucky Bar Association.
