Mr. Jesse Thomas is the Chief Executive Officer of RDE Systems, and with his team of mission-driven and talented humans, he builds and runs HIV data systems that securely administer over $600 million in federal and state funding each year to serve over 27,000 users and manage over 250,000 client records across the nation, buttressing each pillar of the National HIV/AIDS Strategy. Mr. Thomas has 23 years' experience serving public health and is proud to have dedicated the last 15 years of his career to serving all programs and agencies essential to ending the epidemic including HRSA, CDC, and HUD with the eCOMPAS platform and process-over-product methodology. Mr. Thomas uses a people-centered approach to create user-friendly tools for quantifiable improvements for people living with HIV. He strives to make this work not only understandable, but fun. Mr. Thomas serves as a grant reviewer for the US Department of Health and Human Services, a HRSA expert panel member, and a founding and steering committee member of P-TAS (People, Taking Action, Saving lives), a region-wide HIV outreach, testing, and care linkage initiative. Mr. Thomas has worked through challenges in improving quality management for HRSA Ryan White programs, CDC HIV prevention programs, and HUD HOPWA programs. He has served as the technical director for over 15 HRSA Special Projects of National Significance (SPNS) and many HRSA Part C Capacity Development projects. One recent SPNS project was published in the International Journal of Medical Informatics on using data to significantly improve patient health care and outcomes. Mr. Thomas also leads the development of patient-facing tools, including an award-winning, ONC-standards-based patient portal designed specifically for low health literacy people living with HIV/AIDS.
