Ms. Rita Torres is the CEO and founder of Health Care Partners Foundation, Inc., a 501(c)3 nonprofit organization established in 2008 to serve underserved and vulnerable populations. Ms. Torres has developed programs focused on correctional health care, urgent care, primary care and telemedicine services. She has over 25 years of health care administration and management experience, specializing in program development, strategic planning and medical management systems. Ms. Torres is a certified correctional health professional, and oversees grant programs and medical and mental health services in rural detention centers, urgent care clinics, and primary care clinics in Colorado and New Mexico. She was the project manager of a Health Resources and Services Administration grant with four rural county detention centers in Colorado and New Mexico to develop and sustain an advanced technology jail-to-community transition program to decrease recidivism focused on high-risk behavioral health and substance abuse. Ms. Torres has consulted for correctional facilities on developing effective clinical medical management systems in Colorado, New Mexico, Kansas and Alabama. She has also been successful in the development and passage of Colorado and Kansas state landmark correctional health care legislation for reducing health care costs in county government systems. In 2011, she implemented one of the first electronic medical records and telemedicine systems in rural detention facilities in New Mexico and Colorado.
