Ms. Maureen McDonnell has more than 30 years of experience developing behavioral health and reentry initiatives within criminal justice systems across the United States. Her work has included creating Medicaid enrollment programs in jails and prisons and designing health-focused reentry services for justice-involved populations. As a member of the Justice System Partners team, she supports implementation of California’s Medicaid reentry demonstration waiver across multiple jurisdictions. Ms. McDonnell earned a Bachelor of Arts degree in Economics from Northwestern University and a Master of Public Health degree from the University of Illinois Chicago. She is dedicated to improving health outcomes and continuity of care for individuals transitioning from incarceration to the community.
