Dr. Joseph Penn is a board-certified general, child and adolescent, and forensic psychiatrist who serves as Director of Mental Health Services for University of Texas Medical Branch Correctional Managed Care. He is also a Clinical Professor of Psychiatry and a core faculty member for the UTMB Forensic Psychiatry Fellowship Program. Dr. Penn has held numerous national leadership roles, including service with the American Academy of Psychiatry and the Law and NCCHC. An accomplished educator and author, he has presented nationally and internationally on forensic and correctional psychiatry and was named to Best Doctors in America.
