Capt. Bill Teel (ret.) has over 24 years of education, training, and experience in jail operations, academy instruction, emergency response tactics, inmate programs, discharge planning, reentry, and the management and operational oversight of medical and behavioral health services, including leading a multidisciplinary team. Capt. Teel retired from the Las Vegas Metropolitan Police Department (LVMPD) in 2022 after 24 years of service. He has a degree in business management, and a Master of Science degree in leadership from Grand Canyon University in Phoenix, Arizona. Capt. Teel’s correctional background and experience consists of being an academy training and counseling officer, use of force instructor, defensive tactics instructor, special emergency response team leader, internal affairs detective, and legislative liaison. He attended the Clark County Management Academy, the National Jail Leadership Command Academy Class #14, and the Jail Executive Institute Class #1.

Capt. Teel was assigned to the Detention Services Division (DSD) and had operational oversight of the medical and mental health services, inmate programming and re-entry, and worked on satisfying the LVMPD department goal of "excelling in communication, innovation and technology." As a captain, he had bureau commander oversight of the DSD project development team and the South Tower Bureau, which houses approximately 1,500 inmates including restrictive housing, administrative segregation, detox, close custody, and sentenced workers. Capt. Teel chaired the Suicide Prevention Committee, Medical Administrative Committee, and co-chaired the Southern Nevada Mental Health Coalition. During his tenure, he also served as a volunteer mediator for the Clark County Neighborhood Justice System.

During his career, Capt. Teel received a UNIT Meritorious Service commendation for his part in the development of the Facility Analysis Corrections Trends Systems-wide program, which allowed detention leadership to address operational issues through qualitative analysis discussions. He also received a community service commendation for the development of the Together Information Educates program, which provided community resource partners the ability to learn about the jail operation and contribute to outcome discussions for strategic planning efforts.

As the founder of GROWLER Consulting, Capt. Teel provides services for the National Commission on Correctional Health Care and businesses within the jail industry with a focus on getting below the surface of key issues and challenges for correctional institutions in order to raise the standards of American jails. GROWLER Consulting LLC aims to assist correctional institutions with implementing best practices and standards intended to save lives by improving the safety and wellbeing of both staff and inmates, which directly correlates to the mitigation of facility risks and liability. Bill has presented for the American Jail Association at the Jail Executive Institute as well as for the National Commission on Correctional Health Care.
