Speaker Bio
Mr. James Welch has worked in the correctional healthcare field for over 25 years. He was the former health authority for the Delaware Department of correction where he created the bureau of correctional healthcare, substance use disorder and mental health. He has continued his work as a court appointed monitor working to assure those in our charge receive care which meets NCCHC standards, and he also has had extensive experience presenting on nursing management, self-care and treatment.
