Mr. Jim Welch has been nursing since 1979. He has been active in NCCHC, AHNA, AHNCC, GAHN, ANA and DNA. He was the AIDS Director for the Division of Public Health and then as the Delaware Department of Correction Healthcare Bureau Chief in Delaware before he retired from State service. Mr. Welch monitors and audits jails and prisons to ensure appropriate community standard health and mental health care. He works with vulnerable populations to improve health and mental health care.
