Dr. William Santoro earned his medical degree from the Central University of Puerto Rico School of Medicine. He completed his Family Medicine Internship and Residency at Reading Hospital and Medical Center in West Reading, PA. From 1985 to 2016, he maintained a private practice in Laureldale, PA, now part of Tower Health Medical Group. During this time, he also served as Medical Director at Albright College (1985–2012) and Health Officer for Laureldale Township (1987–2015).

Dr. Santoro was the Medical Director of the Reading Hospital Drug and Alcohol Program for the Center of Mental Health from 1988 until its closure in August 2020. He also served as Medical Director for New Directions Treatment Services, a methadone maintenance program, from 1999 to 2021. Additionally, he was the Associate Medical Director at the Caron Foundation (1994–2002) and continues to contribute as a faculty member, training physicians in their fellowship program.

In 2014, Dr. Santoro became the inaugural Section Chief of Addiction Medicine within the Department of Family & Community Medicine at Tower Health System. Since 2016, his practice has been exclusively focused on Addiction Medicine. He has also been a prominent leader in professional organizations, serving as Public Policy Chair for the Pennsylvania Society of Addiction Medicine (2018–2021), President of the Pennsylvania Society of Addiction Medicine (2021–2023), President-Elect of the Berks County Medical Society (2021–2023), and President of the Berks County Medical Society (2023-2025).

In 2025 Dr. Santoro was elected by the members of the American Society of Addiction Medicine as an Alternate Regional Director (2025-2029).

At the present time Dr. Santoro continues to see patients for substance use disorder treatment and is on active faculty staff for the St. Luke’s Addiction Medicine Fellowship, the St. Luke’s Pain Medicine Fellowship, the Caron Foundation-Tower Health Addiction Fellowship, and the Drexel University College of Medicine.

Dr. Santoro’s contributions have been recognized with numerous awards, including:
