Mr. Scott Coffin is a health care executive and strategic advisor with more than 30 years of leadership experience in Medicaid and Medicare managed care. He retired in 2023 after nearly a decade as CEO of a Medicaid health plan, where he led a major organizational turnaround that expanded membership, restored profitability, improved operations, and strengthened quality outcomes. Mr. Coffin subsequently founded Serrano Advisors LLC, where he focuses on Medicaid reentry programs and behavioral health services within the justice system. His work integrates health care strategy, reimbursement, operations, and technology to help public-sector organizations improve performance and outcomes. Current initiatives include technology-enabled tools for Medicaid eligibility, billing, revenue cycle management, quality improvement, and regulatory compliance, as well as the development of AI-enabled solutions for publicly funded health care systems.
