Dr. Ashley Phelps is a Licensed Clinical Psychologist with 17 years of experience leading behavioral health programs in correctional and forensic settings. As Vice President of Behavioral Health Programs at YesCare, she ensures clinical excellence and advancement of behavioral health services across the organization’s national network of care. In this role, she develops, implements, and evaluates systems that support effective, patient-centered treatment while promoting innovation and best practices. Dr. Phelps has provided program leadership in prisons, jails, and forensic hospitals, including the Colorado Mental Health Institute, offering both clinical oversight and administrative direction. She has guided large-scale initiatives, led interdisciplinary teams, and collaborated closely with courts, custody staff, and healthcare professionals to strengthen service delivery. A Certified Correctional Health Professional through the National Commission on Correctional Health Care, Dr. Phelps is licensed in both Kansas and Colorado. She earned her Ph.D. in Clinical Psychology in 2007, following degrees from Kansas State and Wichita State.
