Dr. Penn is Clinical Professor, UTMB, and director of MH services for UTMB Correctional Managed Care (CMC). He has close to 30 years of correctional health experience. Bilingual and bicultural, Penn is triple board certified in general, child and adolescent, and forensic psychiatry. He serves as the board liaison from the American Academy of Psychiatry and the Law (AAPL) to NCCHC. Dr. Penn has served as a consultant regarding correctional and non-correctional mental health care delivery and standards of care and has been qualified in state and federal courts. In 2005, he was named to Best Doctors in America.
