Mr. Jim Welch, RN. HNB-BC, is the former chief, Bureau of Correctional Healthcare Services, and was in charge of the Delaware Department of Correction Health, mental health and substance abuse programs since 2005 when he was transferred from the Division of Public Health. He was the AIDS Director at the Division for 20 years and started the HIV/AIDS program in Delaware. He has been a court-appointed monitor for the past 15 years
