Addiction has devastated cities and towns across America, contributed to an unprecedented homeless population, and challenged and changed jails, prisons, and the legal system. Regions all over the country are looking for solutions to complex issues of substance abuse, mental illness, and unnecessary deaths, which directly impact our jails and prisons.
