Capt. Bill Teel (ret.) retired from the Las Vegas Metropolitan Police Department in 2022 with more than 24 years of experience in education, training, and jail operations, academy instruction, emergency response tactics, inmate programs, discharge planning, reentry, and the management and operational oversight of medical and behavioral health services, including leading a multidisciplinary team. He has a degree in business management, and a Master's of Science degree in leadership from Grand Canyon University in Phoenix, Arizona.  After retiring, he started GROWLER Consulting and provides services for the National Commission on Correctional Health Care and businesses within the jail industry with a focus on getting below the surface of key issues and challenges for correctional institutions in order to raise the standards of American jails. GROWLER Consulting LLC aims to assist correctional institutions with implementing best practices and standards intended to save lives by improving the safety and wellbeing of both staff and inmates, which directly correlates to the mitigation of facility risks and liability.
