Ms. Julie Graham has worked with departments of corrections to create safe, fair, and equitable environments for incarcerated transgender individuals. Most recently, she developed a plan for an integration unit in a female facility and a voluntary transgender unit in a male facility in an effort to keep transgender women safe and to set them up for success in living in female-only environments. Before that Ms. Graham  was a special master monitoring a department of corrections for the superior court. She has consulted with a number of departments of corrections and assisted in settlement agreements.
