Dr. Shelby is a licensed psychologist and the Director of Mental Health and Substance Abuse Services for the Florida Department of Juvenile Justice, where she is responsible for the oversight of mental health and substance abuse services in all areas of the Department, as well as serving as the technical expert on mental health and substance abuse services and for providing technical assistance and clinical support to department staff and providers. Dr. Shelby has over 25 years of experience providing therapeutic services. She has extensive experience working with individuals who have a trauma history, individuals who are involved with the criminal justice system, and in promoting positive behavioral and emotional changes in difficult and resistant children and adolescents.
Dr. Shelby received the Prudential Financial Davis Productivity Award (a privately initiated program designed to recognize and reward state government employees whose work measurably increases productivity and promotes innovation) for co-developing and implementing a Trauma-Informed Care training curriculum. Dr. Shelby is a Founding Member of the Oasis Center for Women and Girls in Tallahassee, FL.
